Supervisor Speak
The Intelligencer reported I voted against The Hilltop Court Subdivision. D'Angelo Construction Company is the owner of the property. This subdivision is located next to CrossRoads Daycare on 611. There will be thirty (30) two story townshouses on 4 acres.
Let me explain why I voted against it. My reasons are listed below.
1. SANITARY SEWER EASEMENTS - Sewer easements are being placed in the backyards of the thirty homes right at the end of their patios. Homeowners will not be allowed to put a fence on their property to protect their children or pets wandering on route 611. Not allowed is a pool, shed, a mounted swing set or any other stationary thing because of the easement.
The developer will provide a buffer of trees but the homeowner will be responsible for removal and replacement of the trees if the sewer needs repair. Try replacing a mature tree ten years later. Mr. Achenbach, head of the Warrington Township Water and Sewer Department and Chairman of the Warrington Planning Commission, recommends to the supervisors waiving the restriction, putting a buffer of trees on a sanitary easement. Doing this allows the builder to build more homes on the site.
2. PARKING - When I asked about on street parking. I was informed by the developer there is NO on street parking. If one parks on the street you will be blocking someone's driveway. Mr. Achenbach stated the township planning commission recommends no parking signs on Chatfield Road near Hilltop Court.
Lets sum it up. You have 8 great tomatoes in a little bitty can. The developer could build less houses, put the sewers in the street not in the homeowner's backyard. The sewer lids better be made child proof. What about Grandma & Grandpa visting? They must park blocks away carrying the presents for the grandchildren. Handicapped vistors? Don't even go there.
After addressing my concerns to my fellow board members, Supervisors Paul, Bullock and Keifer voted in favor of the subdivision. After the vote taken Supervisor Kiefer asked me, "Why did I vote against it?" I guess she wasn't listening to what I had to say.
