Supervisor Butterworth Tells A Township Secret

On May 24,2002 Mr. Ken Kugel, Township Community Development Director, wrote to Mr. William Benner Esq. who represents the Metro Development Company.

In this letter, Mr. Kugel stated, "Warrington Township Planning Commission, at their meeting of May 23,2002 spent some time discussing the Metro Development project. I was requested to communicate to you regarding a resident's question about the need for a traffic study." A review of the Warrington Township Zoning Ordinance, Section 2503 revealed that a traffic study is required for zoning changes. Although recently, Warrington has not required such studies until land development phase, the ordinance clearly requires a study to be performed. Because of the scale of your development and the level of public interest, the Planning Commission believes the study should be performed and submitted as soon as possible." END LETTER

The special meetings started July 16th and ended August 20th, and at each meeting I asked about a traffic study. Residents stood up and asked the same question. No one said anything except Chairman Anderson. He said a township wide traffic study is being done for the 611 corridor. Mr. Kugel knew a traffic study was done and presented to the Warrington Planning Commission on June 27, 2002. Why didn't he tell the residents and me at the meetings about the traffic study?

Mr. Achenbach, chairman of the Warrington Planning Commission, past township supervisor and presently a township employee, attended all the meetings, and NEVER once spoke about a traffic study that was done. Why didn't he tell me about the study?

Mr. Joe Cummings, former township supervisor and a member of the Warrington Planning Commission, attended all the meetings. He too NEVER mentioned a traffic study. Shame on him! He sat in my seat as a supervisor. He knows how important a traffic study is for a vote. Why did he with hold this study from me?

Supervisor Wayne Bullock is the liaison to the Warrington Planning Commission and attends all Planning Commission meetings. He too NEVER mentioned the traffic study. He just sat next to me on the board and said NOTHING to the residents or me. Why?

Mr. David Horner, Horner & Cantor Associates of Warrington, who did the traffic study knew too! I can understand why. He was being paid by Metro Development Company (Tabas Tract) to do the study.

Mr. Steven Katz, Katz Builders, knew too! But I can understand why he didn't mention the traffic study, because the traffic study was negative. The intersection 611 & Street Road was classified a "D" level of service BEFORE Metro is approved. PennDot rates intersections from A to F with and "F" being the worst.

Mr. Richard Wieland of Carrol Engineering, the township engineer, knew about the traffic study too! On July 1, 2002 he wrote a letter to Horner & Cantor stating the traffic study, which was presented to the Warrington Planning Commission, needed to address the surrounding intersections. He asked what types of improvements, which are associated with mitigating UNACCEPTABLE levels of service.

Please note: There was never a discussion on improvements from Metro to the surrounding intersections at any of the special meetings. The township is trying a "Pork Chop System" for improvements of the intersection 611 & Street Road as the cheapest way for now.

I want to know why the traffic study was withheld from me? The Warrington Planning Commission, Ken Kugel. Michael Grasso of Metro Development Company, Steven Katz of Katz and Co., Supervisor and planning commission liaison Wayne Bullock, William Benner Esq. for Metro, Fred Achenbach, Joe Cummings and Richard Weiland all knew of the traffic study and not one of them spoke up. Is there a conspiracy against me? After I stated the facts as I am to you, no one answered why. It sounds like the township is running by the seat of their pants. I am not going to allow this to happen!

This is total MISBEHAVIOR by everyone involved. Make them answer why they did it. Call, write or go on the township's website. Help me to help you.
