Warrington Mismanagement - What really happened?

Your story on Sept. 28, Incentives Heat Up Meeting, does not reflect nor does Mr. Chris Harvey, Warrington fire department chief, acknowledge the seriousness of his violation. Mr. Harvey intentionally submitted to the township for payment unauthorized bills for services by fire personnel, including himself, in the amount of $4,875. These bills were paid by the township without knowledge that they were not part of the authorized incentive program. The money is owed the township and the expenditures were never approved.
An emergency services advisory board is being established to study a potential incentive program extension of the incentive program related to assuring overnight coverage; however, this advisory board is not to advise on the monies already submitted and paid. This is the responsibility of the supervisors in correcting this illegitimate payment.
Mr. Harvey, possibly in his enthusiasm, overstepped his authority in creating his own extension of the incentive program. The fire department personnel who received this compensation were unaware that this program was not authorized. Mrs. Butterworth, as an elected township supervisor, is diligently doing her duty in protecting the residents' taxes.
Mr. Harvey's statement that Mrs. Butterworth's article on the Warringtonwatchdogs web site "sheds a dark shadow on volunteers..." is wrong and misdirected. It is a disservice to the fine reputation of the young members of our fire department for Mr. Harvey to try to link them with his violation.
